Select the CSV file and click "Open" to display the Text Import window. You can visualize how the data will be displayed in OpenOffice using the Preview pane near the bottom of the window.

Then, switch from the Home tab to the Data tab. You can find an option called From Text/CSV here. If you cannot find this option, go to Get Data > From File > From Text/CSV.
