The app is called NearDrop (h/t Mishaal Rahman) and is a partial implementation of Nearby Share. It currently allows your macOS PC to receive files using Nearby Share on your Android device.

Users can also drag and drop files into supported Android apps or copy and paste them. File sharing is one of the features that a Microsoft GitHub update mentioned last October.
